Baguio City isn’t just the Summer Capital of the Philippines; it’s a living model of sustainable progress. Known for its cool climate and scenic beauty, this vibrant city of over 366,000 residents is actively working toward its Baguio 2043 vision, which aims to create a more livable, inclusive, and creative environment. A key part of this transformation has been a surprising yet powerful partnership with global lighting leader Signify.
A City’s Illuminating Financial Turnaround
For years, Baguio City’s local government unit (LGU) was spending a staggering P4.9 million a month on traditional high-pressure sodium streetlights. When they made the switch to low-wattage LED lights from Signify, the results were immediate and dramatic.
Baguio City Mayor Benjamin Magalong shared that the city’s monthly electricity bill for streetlights dropped to just P1.5 million to P1.6 million. This simple change generated an astonishing P30+ million in annual savingsโmoney that can now be used for other vital city projects.
More Than Just Savings: A Brighter Future
The impact of this lighting project goes far beyond the city’s budget. It has created a ripple effect of positive change across several sectors.
- A Tourism Boost: The improved lighting has made Baguio’s popular spots like Session Road and Harrison Road even more appealing. Tourists, like Balikbayan Sophia, have noticed the difference, feeling a better and safer experience, especially when enjoying the famous night markets. As El Cielito Hotel Baguio President Eric V. Angeles noted, the subconscious feeling of safety from good lighting is a huge draw for visitors.
- A Safer City: A well-lit city is a safer city. Baguioโs improved illumination has played a crucial role in crime prevention. According to PMAJ Roger Kurt Pacificar of Police Station 7, criminals are less likely to act in well-lit areas. This is supported by the numbers: Mayor Magalong reports a 53% reduction in crime incidents when comparing 2019 to 2025 data.
- A Reflection of Good Governance: For Mayor Magalong, this partnership is a testament to the LGU’s commitment to good governance. By choosing a reputable brand like Philips (by Signify), which has been “tested,” the city ensures that taxpayer money is used wisely for the highest quality outcomes. As Mayor Magalong proudly stated, “there is no corruption” in Baguio, and this meticulous approach to selecting partners is a clear example of that principle in action.

Raghuraman Chandrasekhar, Country Leader for Professional Business at Signify Philippines, echoed this sentiment, emphasizing the company’s commitment to winning the trust of the government and the Filipino people by executing projects “right the first time.”
The Baguio City lighting project is a powerful example of how a strategic partnership and smart, sustainable technology can create a brighter, safer, and more prosperous future for an entire community.
