SFI (Servicio Filipino Inc) Group of Companies, SFI CareerCenter and ACT strikes a partnership to launch the very first full-scale Work Ready Communities (WRC) framework in the Philippines.

The announcement was made during an intimate media conference held at the Winter Room of Luxent Hotel in Quezon City today.

Spearheading the endeavor is SFI Group’s President and CEO Luis “Lloyd” Alberto Anastacio II, CMF and SFI CareerCenter Director Gina Jusay together with ACT representatives, Simmy Ziv-El (VP Global Business Development) and Pawan Adhikari (Regional Business Development Director for Asia).

ACT is the leading assessment and workforce development organization in the United States.

The partnership will introduce ACT’s WorkKeys Assessments – one of ACT’s many workforce solutions, the KeyTrain Curriculum, Career Ready 101 Courses, and the International Career Readiness Certification in the Philippines.

5 years ago, the provincial government of Bataan in coordination with both SFI and ACT launched a KeyTrain Effectiveness Study to assess 520 high school students for work readiness.

Results showed that the KeyTrain curriculum significantly improved participants’ foundational workplace skills in Applied Mathematics, Locating Information, and Reading for Information – around 300 participants qualified for International Career Readiness Certification.

According to SFI’s Lloyd Anastacio, the study became a well-recognized basis and a cornerstone to similar studies applied in other countries.

SFI in coordination with DOLE also conducted the Philippine Talent Map Initiative (PTMI) to examine strengths and weaknesses of the workforce in terms of their level of foundational workplace competencies based on the 21st Century Skills Framework.

“We now have the evidence, the challenge is to translate it to execution, to find the right partners to implement it,” ACT’s Simmy Ziv-El explained during the launch.

The Philippines Work Ready Communities is envisioned to be the intervention for addressing the assessed needs of the Filipino labor force when it comes to building the human capital in line with 21st century skills.

“A curriculum to complement K-12,” said Lloyd Anastacio.

To be able to do this, it will need a couple of things:

  • Align all existing 21st Century Skils/Employability skills framework with the ones in ACT WorkKeys System.
  • Introduce WorkKeys curriculum and assessment as an intervention among DepEd, CHED and TVET schools in addressing foundational skills gap based on the current findings.
  • Extend and enhance the current DOLE-SFI PTMI competency framework with a common metric for evaluation based on the ACT Work Ready Communities model.
  • Use ACT System as a tool for the upskilling of students and trainees entering the workforce.
  • Provide training options for the labor force in terms of 21st century employability skills.
  • Develop the first national skills registry in the Philippines in recognizing workplace skills across industries and employment sectors.
  • Utilize the results of PTMI in proposing work readiness programs to World Bank and in requesting subsequent funding of specific projects.

The significance of the SFI and ACT partnership is that career and workforce readiness have been officially launched in the Philippines today.
